Where these names come from

Source: Town of Cromwell Zoning Regulations PDF (cromwellct.gov/DocumentCenter/View/136), 'Zoning Regulations Effective June 2, 2025', 240 pages. The PDF is a scanned image with no text layer, so pdftotext yielded nothing; it was read visually page-by-page instead. District list taken from the Table of Contents Section 3 and verified against the district pages themselves. Note the TOC abbreviates CBD as 'Commercial Overlay District' but the body heading at Section 3.4.A reads 'Commercial Billboard Overlay District (CBD)' - the body wording is used. Assessor code 'IND' is not the ordinance's spelling: Cromwell writes its sole industrial district as 'I' (Section 3.3.A, Industrial District), so the ordinance spelling 'I' is returned and 'IND' should be joined to it. All other assessor codes matched exactly.
