Our reading is derived from what is actually built in each district today, not from the code string — a code like R-15 means different things in different Connecticut towns. It is an estimate, and the regulations linked above are the authority.

Where these names come from

All five codes are from the SUPERSEDED Building Zone Regulations, replaced by CityZone effective 2/19/2024 (current regs at norwalkct.gov/3445). Norwalk still hosts the old regulations at norwalkct.gov/203/Old-Zoning-Regulations-Map, and that is what I read. C and D come straight from the Article 20 §118-200(A) list of the city's thirty classes of zones ('C Residence Zones', 'D Residence Zones'), as does the 'Neighborhood Business Zone' — the first pass probably read only the current CityZone district list, which no longer contains lettered residence zones. CBDA and CBDB required an older printing of Article 50: §118-504 'Central Business Design District' (the pre-2019 version, retrieved from the Internet Archive copy of norwalkct.org/DocumentCenter/View/355, snapshot 2017-11-01) divides that district into three subareas — 'Subarea A -- Wall/Main Core Area', 'Subarea B -- West/Belden Corridor' and 'Subarea C -- Downtown Waterfront'. So CBDA/CBDB are subarea designations within one base district, not standalone zones. Effective 6-14-2019 the Central Business Design District was reorganized into the Central Business District (CBD) and Central Business District Water (CBD-W), which is why the subarea codes vanish from the 2019+ Article 20 list and from the 1-27-2023 Building Zone Map legend; CityZone then superseded those in 2024. Categorized CBDA/CBDB as mixed_use because the ordinance requires ground-floor retail with office or residential above; Norwalk files them under Article 50, Business Zones.
